 Call for Expression of Interest (EOI)

  for Baseline

(First date of publication: 1 May 2018) 

 NNDSWO is seeking a qualified and competent consultant to conduct baseline survey of "Assist Haliya Community to Achieve Full Rehabilitation from Slavery and Labour Exploitation” Project. The interested consulatants who fullfil the following requirements are requaested to submit their expression of interest (EOI) by 6 May 2018 to the below specified address.



Brief introduction of the project

NNDSWO is implementing a new project titled “Assist Haliya Community to Achieve Full Rehabilitation from Slavery and Labour Exploitation” in five districts (Baitadi, Bajhang, Bajura, Dadeldhura, and Kanchanpur) in partnership with Anti-Slavery International (ASI). The main funding donor of the project is UK Department for International Development (DIFID). The project period is for three years. The project will facilitate empowerment of freed- Haliya Community (HC) and break cycle of slavery and labour exploitation through; ensuring participation and representation of the HC, particularly women, in rehabilitation process; improve HC children education outcomes through provision of tuition class in order to re-enrol children and assist performance at school; and improving HC employment, livelihoods, and income security through provision of vocational and skill development training to older freed-Haliya children and young adults.

Aims and Objectives

The aim of the baseline survey is to establish baseline status on Assist Haliya Community to Achieve Full Rehabilitation from Slavery and Labour Exploitation in Kanchanpur, Dadeldhura, Baitadi, Bajhang, and Bajura districts of Nepal.

Key objectives:

  • To generate baseline data against the result indicators in the logic model as a benchmark for performance monitoring and evaluation of the project;
  • To validate scale and scope of activities within the project design in order to meet these targets;
  • To identify critical factors and risks for consideration to deliver the activities to accomplish the results;
  • To make recommendations (if any) for the refinement of log-frame and design a project MEL framework;
  • Identify opportunities for sustainability of project.


This baseline survey will commence by the 10th May and will be completed by 20th June.  NNDSWO anticipate this piece of work will take 30 days to complete within the above period of time.

The consultant is expected to submit inception report to NNDSWO including design, methodology and tools for data collection by 15 May 2018. The timeline for this assignment is presented as follows: - 


The consultant shall be expected to submit the following products and services:

  • ·Draft inception report following the desktop review and the report includes survey design, methods and tools (questionnaire, checklists) based on the project document, and log frame for collecting data from the field;
  • Consolidate the findings with brief interpretation against each indicator and provide independent recommendations regarding the factors to be considered while delivering the activities for accomplishing the results;
  • Presentation or debrief topline findings to NNDSWO;
  • Draft report  and submission to NNDSWO for review and comments;
  • Final Baseline Report (both hard copy and soft copy);
  • Submit soft copy of original and cleaned data sets in relevant software including quantitative data sheet, original/extended field notes, audio tapes, and transcribed materials.

Required Qualification and Experiences

The consultant should have: -

  • At least a master’s degree in relevant discipline with a minimum of 5 years work experience with similar assignments. Candidates with the requisite capacities but without a master's degree are welcome to apply, but we require 7 years of relevant experience in these cases.
  • Prior experience in conducting baseline surveys in similar projects including advocacy, education, livelihood, and skill development related projects.
  • Adequate understanding of social and political dynamics in Nepal, including the rights of Dalit and women. Knowledge on Haliya community and bonded labor issue will be an advantage.
  • Good knowledge of social campaigns and movements linked to social transformation in general and human rights protection and promotion in particular. Additionally, understanding of the dimension of caste discrimination issues in Nepal.
  • Excellent analytical and writing skills.
  • At least two similar completed assignments and outputs shall be shared during the discussion meeting


The consultant shall submit total budget with breakdown including applicable taxes as part of proposal package (EOI) as stated in submission section below. NNDWSO shall pay remuneration upon completion of the deliverables as described in this ToR and the contract document. Field staffs will support baseline study team for data collection. NNDWSO will bear expense for additional enumerators if necessary to deploy. 

To Apply and Selection Process

  • Interested private firms and individuals, who meet the above requirements should apply by submitting their Expression of Interest (EoI) with Concept Note (not more than 3 pages) that outlines the methodology, similar work experiences, brief technical description and capacity of team proposed and estimated budget to accomplish the aforementioned tasks.
  • The updated CV of the consultant should also be submitted.
  • In case of applying firms, profile of organization along with government registration certificate and VAT/PAN/Renewal registration certificate (if applicable) should also be sent. The hard copies should be sent to NNDSWO correspondence address mentioned below, and the electronic copies should also be emailed.
  • The CV and expression of interest should be submitted via email to ed@nndswo.org.np  and copied to nndswo@wlink.com.np and adminfinance@nndswo.org.np with subject line “Consultant for Baseline Survey-HALIYA”.
  • The closing date for EOI is ­­­­­­­­­­­7 May 2018 [5:00 pm].
  • NNDSWO will evaluate the EOI as per the procurement rule of the organization and award the assignment based upon technical and financial feasibility. Only the successful applicants will be contacted for further process.
  • The consultant will be required to present their proposed methodology and previous similar experience. The total costs of the assignment will be negotiated with the consultant.
