BACKGROUND

The consortium of Nepal National Dalit Social Welfare Organization (NNDSWO), Media Advocacy Group (MAG) and Finn Church Aid (FCA) are going to implement SAJHA AAWAZ Project with the main financial support of European Union and co-finance of FCA for three years in five districts of Nepal (i.e. Kalikot, Jajarkot, Surkhet, Mahottari and Siraha). The project aims at creating enabling environment to caste-based discrimination (CBD) affected people to restore their dignity and enjoy rights to non-discrimination. It builds solidarity of wider communities against CBD, and for implementation of laws and policies. It contributes for strengthening democratic institutions at local level. The project also aims to promote partnership at local level for economic empowerment of target groups.

Currently, NNDSWO is seeking competent, committed and dynamic candidates for the following positions:

1. District Project Coordinator (s)

Required Number:                Five (5)

Duty Station:                          District Offices, (Kalikot-1, Jajarkot-1, Surkhet, Mahottari-1 and Siraha-1)

Expected date to join:           By 1 January 2018

Duration:                                34 months 

MAJOR RESPONSIBILITIES:

  • Develop monthly, quarterly and annual plan of action in line with project action plan and implement activities to accomplish the results defined in the project;
  • Monitor activities and progress against District action plan ensuring that these are of suitable standard, cost effective and within budget, and take corrective action within project objectives,
  • Ensure all progress and financial reporting documents are subsequently produced on time and communicated to all relevant persons at central office and other stakeholders, if necessary;
  • Ensure purposeful and planed mobilization of Field Officers; and coordinate for the good performance of Media Officer.
  • Ensure policy procedures, compliances and internal control system of the organization are properly followed in course project implementation and office administration at district level;
  • Ensure the change stories are well and timely documented; and qualitative and quantitative data are collected, stored and communicated to central office and M&E Officer for the project.
  • Develop and maintain strong coordination and good working relationships with stakeholders i.e. beneficiaries, donors, government representatives and other I/NGOs at local level,
  • Represent NNDSWO in related meeting/conference/forums etc. on behalf of organization and project at district level,
  • Work proactively taking every opportunity available to improve the situation of Dalits, women and marginalized people in the district with regard to every aspect of human rights;
  • Work closely with the District Board and members for strengthening district chapter in terms of organizational skills, policies, structures, systems, procedures and good governance practices;
  • Support organization as assigned for achieving organizational objectives and project results.

REQUIREMENTS

  • Completed Bachelor's Degree in social science or management disciplines
  • Minimum of three years of working experience in human rights, community empowerment and livelihood related projects
  • Knowledge of socio-economic and political context on Nepal, Rights Based Approach and Advocacy to development, Dalit and gender related goverance issues
  • Good understanding of GON rules and regulations, Acts and policies regarding non-profit/social sector organizations
  • Good understanding of governing structures and related policies for local level
  • Highly developed advocacy and campaign skills
  • Budgeting and planning skills
  • Understanding on LFA and M&E system
  • Report writing and data management skills
  • Presentation and facilitation skills
  • Knowledge of participatory approach
  • Able to use computer and run office application including MS Word, Excel and Power Point
  • Good written and spoken skills in Nepali and English (local language skill will be added advantages)

2. Field Officer (s)

Duty Station:                          District Office, (Kalikot-1, Jajarkot-1, Surkhet, Mahottari-1 and Siraha-1)

Expected date to join:           By 1 January 2018

Duration:                                34 months

JOB RESPONSIBILITIES

  • Develop monthly individual plan in line with district action plan and implement activities in a planned manner,
  • Document changes in communities and collect qualitative and quantitative data (both manual and digital as per requirement),
  • Ensure all activity completion report and financial documentation of the field implementation are produced on time and submitted to district office.
  • Work in the field to coordinate for the good performance of Media Officer.
  • Develop and maintain strong coordination and good working relationships with local stakeholders
  • Represent NNDSWO in related meeting/conference/forums etc. on behalf of organization and project at local level,
  • Work proactively taking every opportunity available to improve the situation of Dalits, women and marginalized people in the district with regard to every aspect of human rights;
  • Work closely supervision of District Project Coordinator to accomplish project results,
  • Support district offices in terms of organizational skills, policies, structures, systems, procedures and good governance practices;
  • Develop good coordination and sharing of project with District Board members and other active members at local level;
  • Support organization as assigned for achieving organizational objectives and project results.

REQUIREMENTS

  • Completed Bachelor's Degree in social science or management disciplines and
  • Minimum of one years of proven working experience in human rights, community empowerment and livelihood related projects.
  • Knowledge of socio-economic and political context project districts,
  • Understanding on Rights Based Approach (RBA), Dalit Issues, gender issues and governance issues at local level
  • Good understanding of governing structures at local level,
  • Advocacy and campaign skills
  • Report writing and caste story writing skills
  • Presentation and facilitation skills
  • Knowledge of participatory approach
  • Able to use computer to run office application
  • Local language skill will be added advantages
  • Previous experience on digital data collection will be counted.

 3. Field Admin and Finance Officer (s)

Required Number:                Two (2)

Duty Station:                          Field Offices located in Province 2 and 6

Expected date to join:               By 1 January 2018

Duration:                                34 months

JOB RESPONSIBILITIES

  • Assist to District Project Coordinator in planning, organizing and implementing the project activities;
  • Ensure appropriate record keeping, book keeping and financial documentation of each (program/activity) expenditure on behalf of the project conditions and as per the organizational accounting standard and state rules and regulations to be followed;
  • Ensure Tax compliance and deposit tax deducted at source (TDS) on time;
  • Prepare monthly financial report with all supporting documents in each months and send it to the central office within set reporting deadline;
  • Carry out bank transactions and activities as and when needed to meet requirements such as fund release, bank deposit and withdrawal;
  • Coordinate with Project Finance Officer at Central office as and when required;
  • Ensure bank statement management by preparing request letter, collection and reconciliation of statement;
  • Maintain the assets register ensuring its accuracy; and maintain the stock book of non-recurring items ensuring inventory maintained at appropriate levels;
  • Ensure utility bills paid on time;
  • Deliver materials and communications to stakeholders and donors as required.
  • Coordinate with District Staff and Board Members as and when required;

 REQUIREMENTS:

  • Completed Bachelor's Degree in management and have a minimum of three years of work experience in NGO accounting and financial management.
  • Computer skill is must. Skill of software based accounting will be preferred.
  • Understanding of GoN rules and regulations, acts and policies regarding non-profit/social sector
  • Proven experience in financial reporting.
  • Previous work experience in EU funded project will be added advantages
  • Knowledge of socio-economic and political context on Nepal Excellent communication skills in both Nepali and English

Background

NNDSWO, RDN, SAMATA foundation, MDDF, and JMC have been jointly implementing ‘Collective Voice for Human Rights and Dignity - AAWAZ Project with the financial support of Governance Facility Nepal from 1 December 2015 to 31 May 2018 in Kailali, Dailekh, Bara, Sunsari, Saptari and at national level.

Now, NNDSWO is seeking qualified, dynamic, committed and competent candidate to fill in the following position.

1.      District Coordinator

Education and Experience

Completed Bachelor's Degree in relevant social science disciplines. Have minimum of three years working experience in project management, M&E, social mobilization and coordination of similar projects. Sound computer knowledge, data management and report writing skill is must. Previous experience in human righs and advocacy related project is highly desired.

Major Duties and Responsibilities:

  • Working closely with the District Board, and  develop district action plan designed to meet both project and organizational objectives
  • Coordinate implementation of activities outlined in the approved project document and quarterly district plans together with District Board, ensuring these are of suitable standard, are cost effective and within budget,

  • Represent NNDSWO in related meeting/conference/forums etc. on behalf of Programme at district level.
  • Work proactively taking every opportunity available to improve the situation of Dalits in the district with regard to education
  • Creatively work to identify ways to develop the district organization, increase its reputation within the community, improve sustainability

·   Maintain database of project;

·   Support to develop periodic progress reports;

·   Translate case stories from Nepali to English;

·   Support district team for  data management, compilation and analysis;
